No, UF just isn't recognised as a party for funding purposes while it gets its documentary requirements sorted out - Carter has simply ruled that Dunne isn't entitled to "party leader" funding while UF jumps through the hoops of proving its members database is up to date.

This is proving more time-consuming than expected because the NZ Electoral Commission - being a responsive modern organisation in a technologically-advanced 21st-century Western society - is requiring that United Future provide all its documentation in the form of squiggles of ink on sheets of dead tree fibre.

The opposition is true to form though; they have nothing to say and since the system we run lets them waste time that's what they're doing. It will cost a couple of hundred thousand in lost productivity to end up back at the starting point.
