If I were the evil overlord behind this bill:
First phase - intimidate people into not pirating as much. Well given that the internet volumes dropped, I think it's probably mission accomplished as far as that's concerned. Stage two when traffic has increased a bit and before the review date, start enforcing notices; Complain bitterly about the unreasonable cost of the notices.

They've not been shy in complaining about the cost of notices already. Tech Liberty has an interesting piece on what the rights holders might be up to, but so far not much has been made public that can confirm if there's any truth to what's mentioned.
