Is the word Pakeha racist?

So Pakeha originally meant not Maori, foreigner, alien, exotic. That was it's definition and use.
However; it's historical *use* was against European colonisers - so it has become defacto attached to Europeans due to historical connotations.

It seems then that the word Pakeha is a word used to identify specifically white people with a connotation that they are "not from here", alien, invaders, colonisers, "not us", outsiders.
The fact that the word Pakeha is no longer applied to other non-natives like Asians, Pacific Islanders, Mexicans, etc, underscores that this is a term that is more about racism and dividing society based on ancestral transgressions based purely on skin colour - and not about merely identifying native vs non-native New Zealanders.

How is that not racist?
An example would be a Spaniard or Canadian being treated as a Pakeha with all the baggage that carries in some environments when they actually have nothing to do with colonising NZ.

You can say that 'that is just what the word has come to mean' - but I mean - that would mean the only difference between that and other racist terms, is generally white people DGAF about it.

Well yes, you're defining a group of people based on whether or not they're a part of your race, so yes, it's racist to the definition of the term, but then it'll be up to you and the rest of society to determine whether or not it's an acceptable level of racism. That's also something that changes over time. It used to be perfectly acceptable to discuss any manner of things that would be considered disgustingly racist today.

• Saying someone is inferior because they're 1/16th African - Not acceptable.
• Granting someone a university scholarship because they're 1/16th Maori - Acceptable.
• Real Estate agents promoting an area as having a high European population - Not acceptable.

Obviously those things aren't all equal comparisons of equal weight, but it's so nuanced no one's got it right yet.

I think that making distinctions between people based on race only becomes racist if it's an unjustified distinction. Which as you say can often be subjective.

I grew up in a small north auckland community with the fairly typical melting pot environment. Maori, European, Asian etc. Was never referred to as Pakeha, and didn't learn the word until I learned about it in school.
