Zero surprise there. It seems to me to be a case of assessing the risk as erring on the side of overcautious from fear of potential blame in case something does happen.

Yeah but there's no intelligence (at least not that anyone's saying) that even vaguely hints at anything targeting ANZAC celebrations, which is not the case with Chch.

Would the Intelligence service publicly announce there has been talk about retaliation.

Maybe there is just as much talk as any other year, but this year there has been event that could make this more likely?
Or just maybe because we are in high alert that the police are taking a proactive measure to make sure they can monitor the day without being stretched too thin. Basically like it says.
