I think that infra red sensor on the s4 is pretty bad ass, could have a lot of applications and probably much cooler interactivity in games.

Practically? Nope. No one that doesn't have a vested interest in promoting the S4 is going to code anything that uses that sensor as (so far) it's only available in a single handset.

Yes, but it's sold a fuckton more handsets, with (realistically) only one version of the software you need to code for, and a market that is proven to actually buy apps. Which makes it profitable for coders to code for the iPhone.

One (ok, two, damn you Brandoo!) handsets in the extremely crowded Android market, with multifarious other handsets with many different Android versions makes it a lot less profitable to code for that specific pair of handsets.

S4 owner with technical skill & motivation = vested interest. They want the app on their phone. The "big apps", huh?
