I'm guessing it takes some time to set up governing bodies for individual sports so you can put forward athletes for the games with some assurances that they are not cheats. And then you would have to go through some red tape to register for the Olympics.

I think if the YES side had answers to the big questions then it might just work. The emotional vote couldn't compete with the practical vote.
