I'm guessing the Avengers kind of got forgotten about by the powers that be during the post-blip scramble. They're popular with the people, but on some kind of mystic level that no one considers their well-being. Hence they're broke or at least have to work, if they weren't already set up otherwise.

Times are tough for everyone I suppose, no culture of setting up a GoFundMe for heroes in a bind.
