I suppose that might be what it says. Being a layperson when it comes to epidemiology, I don't really put myself in a position to be able to interpret primary source material. The words all make sense to me, but specialist fields tend to put different weight and meaning on common words, something you can only really pick up through study.
That's the kind of source I'd expect in an article written by someone trying to offer a robust perspective in their field of expertise. I'd be relying on their peers to call them out if the sources are used improperly, rather than judging for myself. I wonder how the article was come across...

And what that is likely to mean is that the unvaccinated are less restricted as well, and what that means is that the virus is more likely to spread among the unvaccinated. Again, after a quick scan of the text, I didn't see them make any comparison between those that are vaccinated get the virus, and those unvaccinated. You have to read between the lines when you see a headline. It's like when you look at a graph or a chart; the shape and the size of the data area are meaningless unless you know what the axes represent, what the scale is, what's being counted, is the publisher trying to get you to feel an emotion.
A few weeks ago I saw a headline like "Majority of Israel's COVID cases are among the vaccinated" and my dumb brain went wtf that would be a disaster for a few seconds... until my slower skeptical brain caught up and went hold on, what does that even mean? A bit more digging and it turned out that Israel has one of the highest vaccination rates in the world, which means of course its COVID cases are predominantly among the vaccinated, because that's practically everyone in Israel. Its DEATHS from COVID are almost entirely among the small slice of the population that is unvaccinated. But the headline didn't say that, because it wanted my dumb brain to be freaked out and afraid that vaccination was failing. Mission accomplished. |

It might not be the perfect analogy but you don't hear people claiming 'my body my choice' when it comes to drunk driving. It doesn't make sense in this context. Just like how there's government rules on drunk driving, it's not just about me. It's about my friends & family, those I come into contact with, and their friends & family. Sometimes it just makes sense to do your part for the greater good. If you can, please do.
