When my son was born, we were told that if his foreskin hadn't *started* to retract by the time he was 4, we should just advise our doctor, so they were aware and could keep an eye on it.
Something like only 5% of NZ males born nowadays are circumcised apparently. I was given a lot of info by the hospital, so it seems parents are making more informed decisions these days.
