This is not just a Govt thing. Companies do it too. I have been in departments where they have said "we need to spend this money, or we will lose it from our budget next year"

Which is why public services shouldn't be privately owned. They can be run like shit, but because it's private, we can ignore waste because it's "their own".

Nobody said anything about private business running govt entities...

Of course not, that won't be said until much later. Once our services have been defunded long enough that they're run into the ground, then the suggestions that many private businesses would do better will start being made.
