How does this even happen in this age of what some would call OTT health n safety rules?

My son spent a few months in Scouts and they have endless rules and checks around safety, even when it’s an outing organised by one of the kids. Their safety procedures were inbuilt into everything they did to the point that safety seemed automatic.

I guess that would make sense. Its just a bunch of girls playing sport. He doesn't need to worry himself about it.
