Listing of new features in the 1.9 prerelease. So far:
Nether specific:
Nether blocks: Nether brick, Nether Fence, Nether Stairs http://i.imgur.com/lswAA.png
Nether brick is flammable, it will stay on fire regular than a regular stone block but not indefinitely like Netherrack. Nether fences cannot be lit on fire.
Nether Terrain Features: Strongholds & bridges of Nether brick (can be MASSIVE complexes) http://i.imgur.com/DMso1.jpg
Blazeman- Nether mob, A sort of Fire Elemental that comes from spawners and shoots fireballs http://i.imgur.com/U94ZX.jpg
Magma Cube- Nether mob, look like a slime but upon jump they uncoil like a spring. They also will split apart into smaller versions of themselves when hit like slimes. http://imgur.com/a/xYgp9
Nether items: Blaze Rod (dropped by new mob), Nether Wart (new crop) , Ghast Tear, Gold Nuggets (dropped by zombie pigmen)(put 9 of them together to craft into a gold bar)
Farm-able Nether crop (Nether Warts), only plantable on soul sand.
Ghast fireballs do not damage new Nether materials. (might be bug?)
Other features:

"Mooshroom" cows appear in Mushroom biome, can be sheared to get mushrooms and then turn into regular cows

When flowing lava falls on top of water, smoothstone is created. When flowing water hits flowing lava, cobblestone is created

Reports of a lot of players having major FPS problems. Lag spikes of death are not yet defeated
Bow appears to have extra-long melee range?
Swamp Grass blocks have improper grass coloring on their sides.
Shearing "Mooshroom" cows gives the "getting wood" achievement
Shift clicking items when you craft doesn't add anything to your stats
Preexisting light sources (lave, flaming netherrack, etc) might not give off light properly.

Later on you see them defend you by shooting snowballs at the mobs.

I can see it being fun in single player, but not multiplayer where every man and his dog is gonna want to make an army of them.

For 1.8 I was into the pre-release as soon as I found out, exploring all the new content. For 1.9, couldn't care less, would rather it stayed on 1.8.

Still going in the direction of an RPG for me, which is not what I really play MC for

Also agree on the jumping, taking that out is seriously retarded.

Apparently jump sprinting in a 2 block high hallway with ice as the floor lets you run 16x as fast as normal in 1.8, which is 2x as fast as the fastest a minecart can go :x

So ideas for which plugin / system we should use for lockable chests?

I'm quite partial on the idea of craftbukkit + Lockette. Lockette is the one that doesn't require a backend DB and is quite simple.

ACL done by placing signs on either chest/furnace or door.

LWC Lightweight Chest mod was the other one but it seems rather (ironically) complex for just locking a chest down. Requiring SQLite and a bunch of user commands to do it.

Anyone else looked into it a bit further?

Yeah that's good for one off but I would need to schedule it. It doesn't look I can do it like I can in linux.

Task Scheduler - set it up to run the batchfile whenever. What Windows version are we talking here?

Yeah but I don't want to stop the server to do a save. It needs to "paste" the command into the existing command prompt window and hit enter. Minecraft does auto saves already but it's not all that often. I just wanted make it a bit more often.

It's server 2008 anyway.

I'm sure there's 3rd party utilities to do this, but I'm unaware of any Windows native ones, sorry.

Other than that - like I said initially - one of the MC Server wrapper utilities that are around may be able to help.

It's accidentally not in 1.8, notch is putting the snowmen in 1.9 in part to compensate for that, along with putting snow back in and letting wolves spawn in taiga and forest biomes again :x
