Well there was one firmware release where you couldn't select that feature. But the next one put it back again and we're talking a long time ago now (years ago).
iOS has many advantages including the patented it-just-works technology that most three year olds have success with without any help. It's not perfect though because there are people who can't use iOS even into their adult years and perhaps we're seeing an example of that right here? No, please - explain away. It really does appear you don't have a clue what you're talking about, and I'd love to think otherwise.
To clarify, locking down tethering was a VODAFONE decision, not an Apple one, but you still sound like you're blaming Apple. Regardless, I don't see why jb'ing one's iPhone is such an enormous issue for some people - I liken the process to changing a rom on an Android phone to get different features or settings etc (unless someone wants to correct me? Never owned an Android device, so am not speaking from experience).
