Agreed, I agree with limiting access to it somehow. Not sure a 4 year hard cap is the right way to do it.
What happens if you're doing a 4 year degree and fail one paper and have to repeat it pushing it out to a 5 year degree?
Maybe 4 years for all, Additional available to those on long degrees leading to professions we require (Doctors etc) or those with good GPAs that want to do post-grad study.
Though I guess a 4 year cap encourages you not to stuff round.
