Iwi are as capable of looting as anyone. Iwi are as capable of forming agreements as anyone. Iwi have institutions and conventions capable of restricting the behaviour of the community as is deemed necessary.
The Crown is capable of engaging with iwi and enacting legislation with their cooperation.
The current representatives of the Crown have other priorities however.
