i don't think the previous resident at my flat used heating. one's power bill is supposed to go up over winter, not down. it's my understanding that estimated readings are based on the same time 12 months ago? my bill has dropped $20. if i do an actual reading and submit it myself it goes up $20 instead. guessing my next bill will be $40 more than usual
