Both impeachments happened. There was no failure. The Senate failed to convict, but that's not failing to impeach.
Three United States presidents have been impeached, although none were convicted, which IMO needs a change. I think a majority of the people would agree.
The bar for conviction is set too high. 57 "guilty", 43 "not guilty", and even that wasn't enough.
In your view, what is worthy of a successful conviction? What could he have done wrong, and been held responsible for?
