I agree that most VPN provider marketing is misleading but hey, marketers got bills to pay too.
It's the data vs metadata distinction again. I live in a country where the government requires ISPs to record user activity and retain it for government analysis if the government wants to do it.
Cumbersome metaphor:
Yeah the post office* can't see inside the envelope when I send a letter. But it can still record who I sent a letter to on what day from where and how heavy the envelope was, and it can crossreference that against its records of other letters I've sent.
Unless it has no record that I ever sent a letter.
* and every future post office and every worker at every current and future post office and every worker or contractor or guy who knows a guy who works at an organisation that has access to the "letters" logs.
