In some ways taking exercise at the beach is better than at a park: Parks have shelter (trees, plants - more places with less UV exposure) and no salt.

One of the major "no beaches" rules is because (most) people need to travel to beaches and they're trying to restrict travel. Another reason is many of the early beach-issues was crowding so unable to maintain social distancing.
