I reckon part of it is managing the rowdy kids who fuck around at school. Whether those kids are in the the bottom stream or a mixed stream, they're negativity affecting other students learning.
With the system now the lower streams get stuck with them & these streams (because of a bunch of environmental, historical & socio-economic factors) are more Maori & pacifika heavy and so they are being stigmatized as not as smart when actually they're not getting the same opportunity to learn & progress.
