If a 10% increase in barrel cost equates to an INSTANT 10%+ increase at the pump a 10%+ decrease should be more than 4 or 5c....

Ah but when oil prices rise, so do transport costs for oil, which makes oil products more expensive. When oil prices drop, petrol prices don't drop 'cos it costs petrol to transport said petrol products.
