Ashley Bloomfield, reluctant to criticise either his political masters or health officials, on Monday said there was a “dissonance” between Prime Minister Jacinda Ardern’s expectation and what was actually happening on the ground.
"There was clearly a dissonance between what the prime minister thought was happening and what was happening on the ground, but it doesn't mean we weren't providing full information through. So, it may be in the way the information was communicated," Bloomfield said.
