Yeah - weird - I would have assumed all in the 14 day quarantine would get an initial test at least. Whilst my circumstances made me thankful for a little bit of rule bending (nothing that required an exemption decree mind you - more compassionate expansion of the single hospital visitor rule under level 2) I do think the incubation period needs to be competed before any people are released.
As for those two nutters who absconded... They've proven the point.
