As meaningless as issuing one for the US president. Even in the unlikely event he was to go somewhere where this could possibly be executed, if he goes flying the flag of diplomatic relations or negotiation, they can't touch him. And that's not even considering the veritable army surrounding him at any moment outside the Kremlin (let alone when overseas).
