Because that's why it was brought up in the conference. Clearly media were going to run a story about prostitutes crossing borders and Hipkins had to get ahead of that. Obviously Hipkins fucked up in the scramble, but he didn't start the scramble.
Why would the lie about prostitutes be in the mix otherwise?
