I know they used to (my sister, who is not an Irish citizen although "me da" is Irish, got one when she was travelling to the UK) - I think things may have tightened up a bit, I seem to remember a news article suggesting that I would no longer be eligible, but I'm not 100% sure of the criteria.
Edit: Perhaps my sister became an Irish citizen?
