we've had a lot of crap drop rates like that, after 20 nefarians our first bloodfang chest finally dropped last week which I got and completed the set.
at the very least i hope blizzard looks into preventing 2 of the same item dropping from 1 kill, this should be the first of many fixes to the way items drop
