Ok - to do custom Teams backgrounds, drop your .png images into %appdata%/roaming/microsoft/teams/backgrounds/uploads

Then when in a call, click on the ellipsis, select "Show background effects", and after a short period of time (depending on how hi-res mental you went, and iot resizes everything) your pics should be part of the gallery.
