Well at this stage the assumption will be
TVA is bad. Maybe actually controlled by one being (I have seen some interesting theories around this) that it is controlled by someone where that particular timeline is the one that they become the ruler, and so has created (or taken over) the TVA to make sure that is the only timeline).
Other baddie lady loki is not actually bad.
