Movement wasn't exclusive to DM'ers (not that playing TF meant you couldn't play DM/whatever either, most good players were well rounded), it wasn't uncommon for players to use a combination of Quakes and TF's own movement exploits (if anything TF had more available to the mod), SJ was also around before zQuake made it easy for everyone.
As for aim, it's not even really worth responding to.
If your examples are coming from public play on G3 then there's not much point in debating. Most average to high level clanners didn't play there anyway.
