That shot was from the highest part I could reach in the zone, so pretty damn high, also in an industrial area.
The game itself has plenty of NPC's etc on the ground, but yeah the cities are hardly bustling. It'd be cool if there was one sort of like Tokyo or similar. You can't kill a generic citizen either (wtf) which is another mild niggle for me.
And yeah with a decent video card/cpu the game is very pretty.
