I go for Vanilla Tweaks -
https://vanillatweaks.net/picker/resource-packs/
It's a free custom adjustments pack that gives slight enhancements over vanilla.
Categories I use are:
Aesthetic
• Red Iron Golem Flowers
• Unique Dyes
Terrain
• Bushy Leaves
• Clearer Water
Connected Textures
• Variated Connected Bookshelves
Peace and Quiet
• Quieter Rain
• Quieter Minecarts
• Quieter Villagers
• Quieter Nether Portals
• Quieter Dispensers and Droppers
• Quieter Pistons
Utility
• Diminishing Tools
• Visual Waxed Copper
• Fully Aged Crop Marker
• Age 25 kelp
• Groovy Levers
• Brewing Guide
• Visual Sapling Growth
In seperate Redstoning pack:

• Directional Dispensers and Droppers
• Directional Observers
• Redstone Power Levels

Unobtrusive
• All three "Borderless" Glass options
• Unobtrusive Scaffolding
• Lower Fire
• Lower Shield
• Translucent Pumpkin Overlay (rather than the "No Pumpkin Overlay" one)
• Smaller Utilities
HUD
Basically this section is easiest way to change your crosshair
GUI
• Smoother Font
• Numbered Hotbar
Fun
• Tried the "English Enchanting Table Translation" for a bit, but doesn't make a difference, so eh.
Fixes
This section is just visual stuff. I don't tend to bother with it as none of it annoys me enough.
On paying: I can understand why pixel artists etc would want to be paid, but with the sheer volume of good resource packs for free, I don't see the value proposition for me.
Maybe if I was looking to do a total conversion, but even then a lot of the free TC packs are freaking amazing.
