Going to disagree with you there - not that it's not a grammatical clusterfuck, but more that there are native English speakers that often do write in that stilted, awkward style - especially if stressed or pissed, that they don't write for others that often, or because EG a secretary or PR person usually polishes it.
I imagine Brack is both pissed and stressed.
