The Ref wasn't confused about what he wanted to do, the commentator was an idiot. He mistook the ref putting his hand in the air and blowing 3 pips, the signal for time off, as him awarding the try. The commentary was well off their usual mark, repeatedly making wrong calls throughout the game.
