The West doesn't have enough artillery in existence to match Russia. and the artillery they do have has less range, and blows itself up if you fire it too many times.
... oh and they are calling around to see if they can produce 400 shells per day.
How many artillery shells do you think, say, China could produce for Russia if they put their mind to it?
