AU broadcasters: Hey, we pay good money to broadcast content and news to an Australian audience, why should we pay when intenational tech giants don't have to pay?

AU govt: Good idea! We'll make them pay!

Facebook & Google: That's not how any of this works.

AU govt: It does now!

Google: Fine, well play nice, it's nothing for us.

Facebook: Lol, you need us more than we need you *unplug*
