no. not all men have foreskins that always go right the way down when the penis is erect. mine doesn't, for example. i like to keep my hood up at all times, actually. it just feels freaky otherwise :/.
it's dependant on the guy. some guys have loose ones, some guys don't... at least that's according to my doctor (no, i don't have anything wrong with my penis)
