That's the thing though, nations in 1918 did attempt to isolate and set up cordons to prevent the spread. The problem with isolating a nation or group of people is that it is very hard to isolate people. Even in the quarantine hotels there are people who escape etc. It just takes a few turkeys to spoil it for everyone else and get them infected.
