Those numbers don't show anything, other than that the AA sucks at statistics.
Did the methods for drug testing and reporting change during that time? Was the 2013 test exactly the same as the 2017 test? Why is the comparison between "any trace of drugs whatsoever" vs "alcohol above the legal limit"?
