That's not the complete sum of democracy. I think you're unintentionally parroting some right wing authoritarian nonsense.

There are many ways the community can have input into how its government is run beyond general elections or binding referendums. Street protests are one of those (as long as you don't mind being under the watchful eye of the police.) There are also various forms of public consultation.

If the government is making decisions while doing its best to keep the public out, I think it's fair to assume that the government is working for itself rather than the public.
