Hang on, I thought there was a process where in registered displaced people in foreign countries were granted refugee status in Australia, and transported there, and are permanent residents once they arrive. There is a set number of people that they are willing to take this way. (and NZ does exactly the same, just fewer people because we're smaller).

Conversely, 'boat people' are people attempting to skirt this system and hope that by arriving on the shores on the target country and requesting asylum status, they will be allowed to stay in the country as permanent residents.

So the first one is an accepted system where in people are granted residency prior to arrival, and is legal, the second is illegally attempting to force Australia to accept them because they've shown up and 'have a heart'? Are you saying both are equally legal ways to attempt residency status?
