We all have implicit beliefs about ourselves, the world, the future. These beliefs aren't arbitrary but form from our genetic inheritance, our developmental environment, the sum of our experiences, in a complex dynamic.

All this is of course an infinitesimal sliver of all potential inheritances, environments, experiences. And so two people can have starkly different beliefs that are completely coherent with all they are and know.

Given our beliefs are the basis for our decisions and actions, one person can rationally decide something that for another would be a completely irrational decision.
