Then they'd be private schools.
It's not that private have a lower student to teacher ratio, but that the changes Key et al are implementing will increase the student to teacher ratio in state-funded schools despite Key being on record at recognising that a lower S:T is better, despite this BS spin-doctored report.
It suggests that the current National government do not favour education for the unwashed masses.
