If they are registered then they are allowed to ride on the road. To be registered it needs to have a numberplate, warrant and rego sticker. I complained about something similar to our local police (adult was riding with a toddler, neither had a helmet, they went up and down continuously) and they didn't care. No one came to visit and check it out.
