people who push the button for level 2, then realise the lift is going up and will take longer to get back to 2, then it would for them to take the 2 flights of stairs.
So those of us coming down from higher floors end up stopping on level 2 every day, and no one is ever there.
Oh and the "no drinks on the stairs' rule means that people walk around with a coffee cup in their hand so they have an excuse to take the lift one floor.
